There's service but Some people don't have it?

Okay, so my friends and family are all on a boating Trip in lake Powell and there's service on AT&T, I know this because four of us have service 2 iPhone 4's and a 3GS and a 3G. But there's four others who don't on there iPhone 4's and it's either one or the other that has service
