Art Tatum and Bud Powell - Who would you choose as your favorite?

I have Come across many people who were talking about jazz pianists, the most about Art Tatum and Bud Powell, but to me there is a big difference between those 2 pianists, I'd say that technique wise is Tatum the winner but how about the Harmonic part, they both seem to be huge harmonizers?
